Police Department

The Police Department is located at 1112 Main Street. The Hampstead Police Department's non-emergency information telephone number is 410-239-8954. The Town of Hampstead Police Department currently has nine sworn members, one civilian secretary and a K-9 "Nego".

 

 

 

On October 9th, 2012 Detective Stacey Gaegler was promoted to the rank of Sergeant of the Hampstead Police Department.

Maryland Chief of Police Award 2011

                                    The Hampstead Police Department is proud to announce that Pfc. Robert Swartz has been selected as The Maryland Chiefs of Police award winner for Exceptional Police Performance 2010. Pfc. Swartz was in competition with officers from law enforcement agencies across the state that has sworn staffs of 25 or fewer. There are 98 agencies in that category. This marks the 5th time since 2002 that an officer from the Hampstead Police Department has received this honor. Pfc. Swartz continues that tradition of excellence in policing in Hampstead.

 Pfc. Swartz’ commitment to serving the community by attending HOA meetings, participating in traffic safety initiatives, attending community events, enforcing traffic laws and conducting criminal investigations were integral in his selection.

 The Exceptional Police Performance Award will be presented to Pfc. Swartz during the opening ceremony at the M.C.P.A. Conference in Ocean City on September 12th.

Hampstead Lions Club Honors

Two Hampstead Police Officers

Tuesday evening April 26th, 2011 at the Hampstead Volunteer Fire Company Hall the Hampstead Lions Club honored two Hampstead Police Officers. Pfc Robert Swartz was honored as the Hampstead Police Officer of the Year for his service to the Community in 2010.

Also Captain Jay Gribbin was given a Special Award for his service to the Hampstead Lions Club. Both awards were presented by Lions Club President John Calhoun.

The Lions Club also presents an Award to the North Carroll Auxiliary for all their dedicated service to the Communities of Hampstead and Manchester. Present to receive the award were Auxiliary Captain Chuck Drennan and Lt. Dave Vickers.


Detective Stacey Gaegler receives the 2011 Mid-West Region Traffic Safety Award.

On April 12th, 2011 Detective Stacey Gaegler was honored as the Mid-West Region Traffic Safety Coalition officer of the year from Hampstead Police Department. On hand with Detective Gaegler was Chief Meekins, this was the sixth time Detective Gaegler has won this award.

PFC Russell Halterman's K-9 Police Cruiser  and our  new 2009 Chevy Impala driven by PFC Thorn are both equipped with video and audio capabilities to capture traffic stops and arrests.


E-TICKET PROGRAM:

Soon all of Hampstead Police Patrol Vehicles will be equipped with the Maryland State Police E-Ticket program which will allow officers to issue Citations Electronically from their police vehicle. A copy of the citations is given to the motorist and an electronic copy is forwarded to the Maryland State Police for distribution through the system.


INVESTIGATIONS: PFC Stacey Gaegler has a new and very challenging assignment  as the Agency Criminal Investigator.  This new assignment is just one of many that include a multitude of Administrative duties coupled with Community Liaison assignments.

K-9 / Narcotics Detection 

 

 

 

 

 

 

 

The Hampstead Police Department is proud to introduce their newest member.  K-9  "Nego", a two year old German Sheppard from the Slovak Republic where he received extensive training in Narcotic Detection and Patrol K-9 work. "Nego" was named at birth by his handlers for Abed-nego, a character from the Book of Daniel in the Bible.

"Nego" is a certified Narcotics Detection K-9 and is also a patrol dog which means he will be certified in crowd control, tracking and apprehension of suspects.

"Nego" works with his handler, PFC Russell Halterman, who together just graduated March 25th, 2007 from the K-9 Training Center in Pennsylvania after an intense three week training period.

Community Policing

Chief Meekins has divided the Town of Hampstead into four sectors and  assigned an officer as the primary contact for citizens and community leaders within that sector to address and work on special concerns or problems. The sectors are as follows:

Law Enforcement Torch Run 2011

The 2011 Law Enforcement Torch Run was very successful again this year. There were 225 participants that ran or biked for the four corners of the county and met at McDaniel College.  Then together all participants came down Main Street to the Armory Building as the final leg of the event. With the help of several sponsors from the Hampstead area, Carroll County was able to raise over $10,000 for the Special Olympics.  Town of Hampstead Police Department would like to thank the following sponsors for taking part in making it a special day for Special Olympian Kelly Abell.
