The
Public Works Department operates the Town's water system. If you
have an emergency between the hours of 6:30 AM and 3:00 PM, please
call the Public Works Department at 410-239-6659.
After
hours, please call our answering service at 410-337-4766.
All
contractors must contact the Public Works Department for information
on connecting to the Town water system. Impact fees must be paid
in full at the Town Offices before a connection is completed. It
is a violation of the Town Code to tamper with any connections.
The
Town bills water quarterly on March 31, June 30, September 30 and
December 31. Water bills are based on consumption. Rates are listed
below.

Sewer {back

The
public sewer system is operated by Carroll County Government. Please
call (410) 386-2000 for questions or concerns regarding public
sewer.
Trash {back
to top}
Trash
and recyclables are picked up every Thursday or Friday. Residents should place
trash and recyclables curbside on Wednesday evening for Thursday
pickup and Thursday evening to ensure pickup
on Friday. The Town will provide recycle bins to new residents.
A list of acceptable recyclables is below. For Holidays which
fall on pickup days, the following day will be picked up. The
Town sponsors three bulk trash pickup days. These days are reserved
for large non-hazardous items like old chairs, appliances, etc.
Bulk trash days are scheduled the third Saturday of March, July,
and October. Residents should place bulk items curbside on the
Friday evening before pickup.
We cannot pickup up tires, paint,
motors, items with freon, oil or other hazardous waste
or construction materials. Hazardous waste must be
disposed of privately. You may call Carroll County Landfill at
410-386-4550 or visit their website at
http://ccgovernment.carr.org/ccg/recycle/ for
questions concerning disposal of hazardous waste.
Lawn
waste is picked up up every Monday from April 1st to November 30. Lawn
waste consists of grass clippings and small branches not in excess
of three feet and/or 4" in diameter. Branches must be
bundled in arm-full loads. Lawn clippings must be placed in Kraft Paper Bags.
Residents should place lawn waste curbside on the Sunday evening
before pickup.
Holiday trees are picked up up the first two Mondays after New Year's
Day. Trees are recyclable items so they MUST be cleaned of all
ornamental decorations and trimmings. Residents should place trees
curbside the Sunday evening before pickup.

The
Town uses the Carroll County Roads and Storm Drain Specifications
Manual for construction requirements with the exception of paving
specifications. Inquire with the Town Manager concerning the current
standards for paving. Local streets are maintained by the Town
Public Works Department.
Permits {back

Dog
License
You
may purchase your annual dog license at the Town Office. Costs
vary according to altered or unaltered dogs, any late penalties
or the purchase by senior citizens.
Hawking
and Peddling License
Vendors
must file an application for a permit to solicit, hawk or peddle
goods, wares or services. The fee is $50 and the applicant must
provide a recent photo and three references who have known them
for at least a year. Violators will be prosecuted.
Applications
Appeals Case. An application is needed for a hearing made to the Board
of Zoning Appeals. Costs are: Filing fee of $100, advertising charge
$150 and notice of mailing costs $5.54 per adjoining property owner.
Building
Permit. Applications are available at the Town Office, but they
must be taken to the Carroll County Bureau of Permits at 225 N.
Center St. in Westminster. The County then reviews and forwards
them to the Town. Cost is 50% of the Carroll County permit fee.
Building permits require a scaled drawing.
What's a scaled drawing and where do I get one?
Meeting
Room. For use of Town Hall, please schedule 3 weeks in advance.
The fee is $50 payable in the Town Offices.
Public
Gatherings. An application for public events held at the Fire Hall
or other large gathering places must be obtained at the Town Offices.
Use
of Open Space. An application for use of Town parks and other Town
Open Space properties may be completed at the Town Offices. The
fee is $10 for a Town resident and $25 for an out-of-Town user.
Pavilion rental is $75.00.

Article
XV of the Town Code requires a permit & zoning certificate
for most new signs. To apply for a Sign Permit, you will need the
following information: a good description of the sign; dimensions;
materials; wording and sign colors; and, the exact location and
dimension of building facade to which the sign shall be affixed. Applications
for a Sign Permit are available at the Town Office.

The
Planning and Zoning Commission meets the fourth Wednesday of each
month at 7:00 PM at Town Hall. The Commission reviews all development
site plans and Main Street Revitalization Plans. Applicants wishing
to appeal the decisions of the Planning and Zoning Commission or
the Zoning Administrator may appeal to the Board of Zoning Appeals.
Meetings of the Board of Zoning Appeals are held as required. The
Board of Appeals consists of three board members and one alternate
and are appointed by the Mayor.

Hampstead Volunteer Fire Company was incorporated in 1900 and
is a very important part of the community. The Company is comprised
of many members of which, 57 active members that respond to 100%
of emergencies in Hampstead and neighboring communities.

Town of Hampstead Police Department currently has nine sworn members,
one civilian secretary and a K-9 "Nego".
Taser Task Force

Chief Meekins served on Attorney
General Douglas Gansler’s Task Force on Electronic Control Weapons
as a representative of the Maryland Chiefs of Police Association.
This Task Force completed its work and submitted a report with
recommendations for training, use and legislation to Attorney
General Gansler on December 15th, 2009.
Hampstead Police Department wins it's seventh

CARROLL LAW ENFORCEMENT AGENCIES HONORED FOR EXCELLENCE
IN TRAFFIC SAFETY ENFORCEMENT
Maryland
Law Enforcement Challenge Recognizes Top Statewide Agencies
State,
County and local police agencies from Westminster, Hampstead,
Manchester, Carroll County Sheriff, MSP Westminster Barrack, and
McDaniel College Campus Safety were honored last week as the top
agency in their respective category at the annual Maryland Law
Enforcement Challenge recognition ceremony in Baltimore, Maryland.
Winning a
Law Enforcement Challenge
award signifies not only excellence in traffic safety enforcement,
but also a commitment to overall public safety. The 2008 campaign
featured an emphasis on seat belt, DUI, and aggressive driving
enforcement and education
activities.
Co-sponsored
by the Maryland Chiefs of Police Association, the Maryland Sheriff’s
Association and the Maryland Highway Safety Office, the
Maryland Law Enforcement
Challenge promotes
competition among Maryland police agencies, while recognizing and
honoring those that excel in traffic safety enforcement.
“More than 600 people are killed
every year on Maryland’s roadways,” said Maryland Chiefs of Police
Association President Chief Bernadette DiPino. “I want to
congratulate the officers of the winning agencies for their
commitment to the Maryland Law Enforcement Challenge and the service
to their community.”
2010
Law
Enforcement Challenge
The 2010 Law
Enforcement Challenge begins in January and is a year long effort to
promote Traffic Safety.
A series of
selective enforcement efforts will be undertaken to reinforce
traffic safety in hopes of educating the public to the importance to
drive safe.
"Click it or
Ticket " the seat belt enforcement campaign runs the month of May to
raise awareness for seat belt usage.
Checkpoint
Strikeforce is a year long effort aimed at targeting Drunk and
Impaired Driving while the Smooth Operator effort are geared towards
the Aggressive Driver. The dates for Smooth Operator are as follows:
June 6th -12th
July 4th - 10th August 1st - 7th and September 5th - 18th, 2010.
These efforts are
in partnership and are supported financially by the National Highway
Traffic Safety Administration and the Maryland Highway Safety
Office.
The best way to
avoid being ticketed during any of these campaigns is to:

2009
SHOP WITH A
COP
was held on
December 12th, 2009
December
of 2009 members of
Hampstead Police Department and Maryland State Police participated in the
2nd annual “Shop with
a Cop” program. Pfc. Christina Bladen coordinated this event with
Wal-Mart and social service providers. Children were selected to go
shopping with uniformed police officers at the Hampstead Wal-Mart,
who hosted this event. It was difficult to determine who was having
the most fun, the kids or the cops!

Ten children ranging
in ages from 7-15 from six families participated in the event. Area residents
and local businesses provided donations of cash and gifts to help
make this event a tremendous success. Each child was provided a
Wal-Mart gift card and was sent shopping to purchases gifts for
their family members. Breakfast was served by Wal-Mart employees who
also assisted the children in wrapping their purchases. At the
conclusion of this shopping experience the children were returned to
their parents along with their wrapped presents.




Days following the
Shop with a Cop event each of the six families were delivered either
a Turkey or Ham and all the fixings for a full holiday meal. Weis
Market donated Weis Gift cards to use to purchase the food and other
funds were used from generous donations made by people like you, and
we thank you for your support.
The police department
members who delivered the meals were assisted with the deliveries by
Kevin Hann, Deputy Superintendent of the Public Works for the Town
of Hamsptead.

PFC Russell Halterman's K-9 Police Cruiser and our new
2009 Chevy Impala driven by PFC Thorn are both equipped with video
and audio capabilities to capture traffic stops and arrests.
E-TICKET PROGRAM:
Soon all of Hampstead Police Patrol Vehicles will be equipped with
the Maryland State Police E-Ticket program which will allow officers
to issue Citations Electronically from their police vehicle. A copy of
the citations is given to the motorist and an electronic copy is
forwarded to the Maryland State Police for distribution through the
system.

PFC
Stacey Gaegler has a new and very challenging assignment
as the Agency Criminal Investigator. This new assignment is just
one of many that include a multitude of Administrative duties coupled
with Community Liaison assignments.
K-9 / Narcotics
Detection
 
The Hampstead Police Department is proud to introduce their newest
member. K-9 "Nego", a two year old German
Sheppard from the Slovak Republic where he received extensive training
in Narcotic Detection and Patrol K-9 work. "Nego" was named
at birth by his handlers for Abed-nego, a character from the Book of
Daniel in the Bible.
"Nego" is a certified Narcotics Detection K-9 and is also
a patrol dog which means he will be certified in crowd control,
tracking and apprehension of suspects.
"Nego" works with his handler, PFC
Russell Halterman, who together just graduated March 25th, 2007 from
the K-9 Training Center in Pennsylvania after an intense three week
training period.

an officer as the primary contact for citizens and
community leaders within that sector to address and work on special concerns or

Tree Commission is responsible for an Arbor Day Planting and preserving
Hampstead’s trees and landscaping. The Tree Commission has
completed projects at the Southern Entrance to Town, the Northern
Entrance to Town, Sites Memorial Park and the Hampstead Police
Station. Memberships are by appointment. Contact the Town Office
for additional information.

fishing, ice skating allowed when weather conditions permit. Located

Historic
Hampstead Train Station has been restored as a museum
and visitors’ center by the Hampstead Train Station Committee,
Inc and is located on Shiloh Avenue.
Main
Street Memorial Park hosts outdoor events throughout the year at
the site of the downtown Veteran’s Memorial and historic
old Hampstead Elementary School Building and is located at 1211
Main Street.
Oden
Kemp Town Center Park near the Post Office sports a full basketball
court and playground equipment and is located on Houck Avenue.

Sites Memorial Park offers a playground facility, walking path,
picnic tables and skate area and is located on Lower Beckleysville
Road.

Miller Memorial Park offers two tennis courts and an all purpose
blacktop court and is located on Main Street near the northern

Municipal Park sports two ball diamonds, a multipurpose field, pavilion, picnic
area, .5 mile walking trail and volleyball courts.
MAJOR
EVENTS
Firemen’s
Carnival. For 60 years, this has been the major annual Town celebration
for one week each August.
Hampstead
Day is an annual craft, food and entertainment event celebrated
on Main Street the 4th Saturday in May.
Hampstead
Annual Golf Tournament is held in September at the Oakmont Green
Golf Course, with proceeds going toward the Town scholarship fund
and various community projects.
Holiday Lighting and Banner Display is co-sponsored by the Town
and the local
merchants during the Christmas season located at the Main Street
Memorial Park and along Main Street.
Hampstead
Cycling Classic is sponsored by The Velo Club of Baltimore.
Local resident Dr. Kevin Resh organizes this annual day of family fun
and cycle races held at North Carroll High School each summer.

to manage stormwater and prevent discharge into storm sewer systems.

Snow
Removal {back

The Town of Hampstead provides snow plowing services for Town
Roads. Please be reminded that our drivers are plowing the
entire Town and cannot plow your driveway. We understand that,
at times, we may create a berm in front of your driveway. This
is a normal by-product of snow plowing services. Please do not
park in courts or along streets marked no parking during snow events.
